Error description

• mpstat reports a small percentage of FAR dispatches
  with a single SRAD. This occurred post-LPM, where
  the number of SRADs in the target frame was reduced
  to a single SRAD from multiple SRADs of the same
  LPAR on the original frame.
  

Local fix

Problem summary

• mpstat reports a small percentage of FAR dispatches
  with a single SRAD. This occurred post-LPM, where
  the number of SRADs in the target frame was reduced
  to a single SRAD from multiple SRADs of the same
  LPAR on the original frame.
  

Problem conclusion

• Changed the code to handle SRAD reduction after LPM so that
  mpstat shows affinity statistics properly.
