Problem
In a new IBM Cloud Pak® for Data 5.1.x cluster, it has been observed that launching a new Jupyter notebook will produce a number of issues that are not consistent nor in the same order.
Error 1) Error while locking notebook.

Error 2) Error Loading Theme. Stylesheet failed to load.

Error 3) The webpage at {cpd_cluster_url} might be temporarily down or it may have moved permanently to a new web address.

There is also a general lag/slowness in the Cloud Pak for Data platform when navigating to different pages.
Symptom
These errors are randomly observed by multiple users throughout the working day. Users would require to refresh/retry the notebook multiple times before they are able to successfully edit and run their code. It has been reported that it is taking 5-6 minutes just to load the Jupyter notebook in their cluster.
