CrashLoopBackOff for insights-engine-flink pods due to Permission denied error for Cloud Pak for Business Automation

Troubleshooting

Problem

The insights-engine-flink pods go into CrashLoopBackOff after an upgrade of the ibm-opencontent-flink operator. This problem prevents Business Automation Insights capability of Cloud Pak for Business Automation (CP4BA) from functioning correctly.

Symptom

The ibm-opencontent-flink csv is showing version 2.0.6 or later.
The logs for the tls-proxy container in the insights-engine-flink pods show errors similar to these:
cp: cannot create directory '/etc/nginx/client_body_temp': Permission denied
cp: cannot create directory '/etc/nginx/conf': Permission denied
cp: cannot create directory '/etc/nginx/fastcgi_temp': Permission denied
The ibm-operator-catalog exists in the cluster.

An install-plan shows that the ibm-operator-catalog was used to upgrade the ibm-opencontent-flink operator to version 2.0.6 or later.
