Error description

• This APAR investigates if the queue manager should have been
  terminated under the following circumstances : When a task
  connected to the QMGR, including internal service tasks, goes
  through EOT, the QMGR will check if the task was in
  must-complete (MC) when the abend occurred. In this case, the
  task was not MC, but the requesting task in CSQJOFF1 did hold
  the LMBBLTCH latch. Logic in CSQ3SSI1 interprets this as the
  task ending without releasing a latch and decides to terminate
  the QMGR with reason 00F30429. Development will determine if
  APAR closure should be FIN.

  An abend during a vsam get instruction occured while its calling
  task CSQJOFF1 held a latch. End of task logic interpreted that
  the task ended without releasing a latch and decided to
  terminate the QMGR with the reason code 00F30429.
