Error description

• When editing a table using the ISPF Editor, if the source column
  is null or blanks, an SQL error of -117 or -407 may occur.

  1. SQL errors may be encountered when using the ISPF table
     editing utility. This may lead to problems saving the data.
  2. ISPF edit utility allows users to edit data tables. Data
     tables should only be updated through the collect process.
  

Problem conclusion

• 1. Update logic in exec DRLEAEDT to correctly trap NULL and
     blank data SQL errors.
  2. Add new code in DRLEAEDT to limit edit capability to only
     control and lookup tables using ISPF table edit utility.
