  User Impact:
  
  APAR PH63621 fixed the problem it reported but introduced a new
  problem.
  
  For all users of z/OSMF Software Management Add Portable
  Software Instance From Download Server, the Portable Software
  Instance download job fails when the user ID contains a $
  character, preventing the user from adding the Portable Software
  Instance.
  
  The original APAR fixes a problem where a user ID that contains
  a $ character cannot add a portable software instance from the
  download server but introduces a problem where opening the
  Software Update task gets an HTTP 500 error that prevents any
  software updates from being installed.
  

Local fix

• Until the new apar fix is available, the recommendation to fix
  this should be to install PH64265/UO02430.
  

Problem summary

  The izudDm.xml file in the
  /usr/lpp/zosmf/installableApps/izudDm.ear directory specifies
  the jar files used by Software Management and Software Update.
  The PE PTF back-leveled the izudDm.xml file such that it
  specifies "commons-io-2.11.0.jar" instead of
  "commons-io-2.17.0.jar".  Since the "commons-io-2.11.0.jar" is
  not found in /usr/lpp/zosmf/lib, a NoClassDefError occurs.
  

Problem conclusion

• The izudDm.xml file has been updated in z/OSMF 3.1 to correctly
  specify "commons-io-2.17.0.jar".
