Error description

• CONTROL UNIT(nnnn) CLEARFENCE SERIAL(volser) SCOPE(DEV) -ALL is
  issued in 3.1 system and fails with
  
  
  ICK30713I UNABLE TO ALLOCATE UCB, RC=0008, RSN=0004 FROM
  IOSODS
  ICK31024I UNABLE TO OPEN VOLUME
  ICK30003I FUNCTION TERMINATED. CONDITION CODE IS 12
  
  This occurs if the volume is soft-fenced. Same command issued in
  2.5 is successful and clears the soft fence.

• Run command on system lower than 3.1.

  * PROBLEM DESCRIPTION: ICKDSF CONTROL's invocation of IOSODS   *
  *                      does not complete successfully for      *
  *                      soft fence device.                      *
  ****************************************************************
  ICKDSF CONTROL CLEARFENCE calls IOS Offline Device
  Service (IOSODS) which terminated due to soft fenced device.
  IOSODS should complete successfully for a soft fenced device
  and allow ICKDSF CONTROL CLEARFENCE to clear the soft fence
  condition.
  

Problem conclusion

• ICKDSF CONTROL completes successfully with soft fenced device.
  ICKDSF CONTROL CLEARFENCE can reset the soft fence on the
  device which allows the device to be brought online.
  
  ICKDSF CONTROL CLEARFENCE can reset soft fenced device
  and brings device online.
