Problem
Built-in service pub.util:executeOSCommand is slow to finish executing OS command.
pub.util:executeOSCommand internally invokes Runtime.getRuntime().exec().
When Runtime.getRuntime().exec("date") is invoked from Java client program outside of Integratioin Server (IS) it ends within 200 msec.
However, Runtime.getRuntime().exec("date") in IS Java service and pub.util:executeOSCommand with command="date" in IS flow service takes more than 1 second to complete.
