Troubleshooting
Problem
When a flow service invokes a service that does not exist, the 'pipeline out' drop is still executed before an exception is thrown from
the parent service.
This is not consistent with a different service runtime exception, in which case the 'pipeline out' is not executed and only the exception is thrown up the stack.
The expectation is for the pipeline handling to be the same for any service runtime exception.
