Troubleshooting
Problem
API tags are not retained with the "API Update" action.
Steps to reproduce:
1) Create a REST or SOAP API. Add Tags to it.
2) Activate API
3) Deactivate API
4) Update Swagger or WSDL of API.
5) Activate the API.
6) Tags are removed.
