Summary
Call Behaviors can only be used to instantiate another instance of the same class. So for example, if you have two Activities under the same class, you can use a Call Behavior to call Class1_Activity2 from Class1_Activity1. Note, Call Behaviors cannot be used to call an activity outside the calling class.
