Error description
After updating -- or performing a fresh install of -- ClearCase, an attempt to start the ClearCase control panel from the ClearCase Homebase will fail with "The requested operation requires elevation" unless the homebase is itself run with administrator privileges. Starting the control panel from Homebase is the ONLY impacted operation. Starting the ClearCase control panel will (correctly) prompt for elevation when: 1) Started from a non-elevated command prompt or PowerShell session 2) Started from the "control panel" itself.
Local fix
Run the homebase as administrator. Or start the control panel using one of the above functioning methods.
Problem summary
When using ClearCase and windows UAC is enabled, attempting to start the CC control panel form the homebase errors out.

A fix is available in ClearCase versions 9.1.0.8 & 10.0.1.3 and DevOps Code ClearCase 11.0.0.3
