In some cases ACS_LOCK on VEA can cause locking contention on the VIOS resulting in network delays that affect all the clients serviced by that VEA

Reduce the number of queues_rx attribute of the SEA physical ethernet adapters
Problem summary
Customers may see some slow down in virtual ethernet network traffix in some special situations.
Problem conclusion
Per adapter instance lock made cache aligned to improve performance.
