Global Configuration Database (GCD) not connecting when SQL Server database fails over

Troubleshooting

Problem

When the SQL Server is being patched or has an issue, the SQL administrator fails the server over.  Meaning, the active node is made passive and the passive node is made active.  The FileNet CPE object store databases and the GCD are all in the same SQL Server availability group.  The object stores reconnect to the now active database, but the GCD does not.

Symptom

On the Health page (http://<host>/P8CE/Health) the domain shows yellow (unhealthy), indicating a connection issue to the GCD, while the object stores are green (healthy) and connecting to their databases.  The following error is seen in the ce_system0.log file:
The Global Configuration database is currently not available. A file-based, read-only, image of the Global Configuration database will be used.
