  Under GSKit 8.0.60.0 and later, a libcurl based client is used
  for outbound
  OCSP and CRL requests. However, libcurl is not embeddded in IHS
  nor GSKit.
  

Problem conclusion

• IHS was upgrade to use an IHS HTTP client
  for OCSP and CRL outbound requests rather than GSKits HTTP
  client which now depends on libcurl.
  
  Revert to GSKit+libcurl via IHS directive
  SSLRevocationLibCurlEnable. Distributed only
  
  The fix for this APAR is targeted for inclusion in IBM HTTP
  Server fix packs 8.5.5.28 and 9.0.5.23. For more information,
