Orchestration Pipelines artifact store PVC size increase for NFS storage class

Troubleshooting


Problem

 Starting with Orchestration Pipelines version 5.1.1, the default capacity of PVC artifact-store-pvc used by artifact-store service is increased.
    
All of the Cloud Pak for Data [supported storage classes](https://www.ibm.com/docs/en/software-hub/5.1.x?topic=planning-storage-considerations#storage_considerations__options__title__1) support dynamic extension of PVC capacity expect [NFS storage class](https://www.ibm.com/docs/en/software-hub/5.1.x?topic=storage-setting-up-nfs) that is using provisioner "registry.k8s.io/sig-storage/nfs-subdir-external-provisioner" image. It is documented as a provisioning limitation.

During Orchestration Pipelines upgrade to version 5.1.1 if you are using NFS storage class, the step to increase artifact-store PVC size is skipped.
If you hit a full capacity of artifact-store-pvc PVC, you can increase the size of PVC offline, by recreating PVC with bigger size during reconciliation. Or, you can increase artifact-store-pvc PVC prior to upgrading to 5.1.1 or higher.

Symptom

You hit the capacity limit of artifact-store-pvc PVC for Orchestration Pipelines in a Cloud Pak for Data release prior to 5.1.1, or you want to increase the size of PVC storage prior to or during an upgrade to Cloud Pak for Data 5.1.1 or higher.
