multiple filesets.

Benefits of the solution:
Fixed the code to serialize the local file system mount requests
when the file system at the gateway node is not mounted during
the  request processing.

Work Around:
None

Problem trigger:
Gateway node startup with multiple AFM filesets starting the
recovery.
