Unable to install PA 2.1.x after uninstalling PA 2.0

Troubleshooting


Problem

Unable to install PA 2.1.x after uninstalling PA 2.0
User is experiencing the following message when attempting to install PA 2.1 after uninstall 2.0 and restarting the server.
All IBM Planning Analytics Services must be stopped and 
Planning Analytics Local 2.0 must be uninstalled before installation of Planning Analytics Local 2.1.
