IBM Maximo Application suite catalog changes: IBM Maximo Operator Catalog v9 (241205)
Important changes added in the patch and catalog:
- Support for CP4D 5.0 and OCP 4.16 is now available.

Issues addressed in this fix:
- Security updates in the base image and Python modules.
- DT406887 - Importuser is allowing the creation of a user with an empty DisplayName
- Addition of the following application versions to the Maximo Application Suite UI catalog:
- IBM Maximo Application Suite - Manage 8.6.20
- IBM Maximo Application Suite - Optimizer 8.4.12
- IBM Maximo Application Suite - Assist 8.7.8
