  * PROBLEM DESCRIPTION: Update SMP/E to run with Java 21.       *
  ****************************************************************
  SMP/E 3.7 has been updated to run with Java 21 in addition to
  previously supported Java versions.  Specifically, SMP/E has
  been updated to explicitly specify the default file data
  encoding to be IBM-1047 (EBCDIC) to override Java 21's default
  of UTF-8.
