Problem
You are not able to upgrade to IBM Engineering Lifecycle Management (ELM) 7.1 using upgrade scripts on non-English Windows platforms. When you run the script, the wizard text is garbled or the wizard fails to start.
The issue has a greater impact on non-European languages that use more than one byte to display characters, since the difference in encoding frequently causes the script to terminate before starting Step 0 of the wizard. For many European languages the wizard starts normally, but the displayed text is garbled.
Nothing is corrupted by the upgrade script failing to run, but all applications with upgrade scripts are affected: JTS, CCM, ETM, RM, DCC, GC, LQE, LDX, RS and RELM.
Symptom
The upgrade script outputs garbled text and fails to start when the Windows OS is Japanese, Korean, Simplified Chinese or Traditional Chinese.

Example 3 (German) - The script runs, but the umlauts in the displayed text are garbled.
