IT47243: RACE CONDITION ON TIMEOUT OF AN ADMIN REQUEST CAN CAUSE INTEGRATION NODE TO ABEND ON SHUTDOWN

Error description

• If there is an in flight admin request when an Integration Node
  shuts down and this times out then there is a race condition
  which can cause an unhandled javascript exception with the
  following stack:
  
  Error [ERR_HTTP_HEADERS_SENT]: Cannot set headers after they are
  sent to the client

  at ServerResponse.setHeader (node:_http_outgoing:648:11)
  at ServerResponse.header (/opt/IBM/ace-12.0.12.6/server/nodejs_

  This is similar to the error reported in APAR IT46354 however
  this APAR was incomplete and there were other code branches
  affected by the same race condition.

Problem conclusion

• The ace-admin-server component no longer tries to send a
  response if it as already sent a timeout response.
