Summary
When you order an IBM product that packages priced optional features with the base product, IBM supplies a tailored IFAPRD00 parmlib member in CPAC.PARMLIB data set that enables the product and any optional features ordered with the product. Thus, any feature ordered with the product is enabled during installation when you copy the contents of the tailored IFAPRD00 member to an active IFAPRDxx parmlib member. If you do not order a feature, it is shipped disabled, but you can enable it at a later time.
DFSMS Transactional VSAM Services (DFSMStvs) enables running batch jobs concurrently with CICS online transactions to allow updates to the shared VSAM data sets. Multiple batch jobs and online transactions can be run against the same VSAM data sets. DFSMStvs ensures data integrity for concurrent batch updates while CICS provides it for online updates.
Starting in z/OS version 3.1, DFSMStvs (Transactional VSAM) no longer requires a paid license. As such, IFAPRDxx is not checked during the TVS startup process. However, the shipped version of IFAPRD00 still may have an entry for DFSMStvs marked as disabled:

This entry will be removed from IFAPRD00 in the future. In the meantime, this entry can safely be removed from IFAPRDxx without impacting the use of DFSMStvs.
TVS will still require a license for z/OS versions 2.5 and lower, and will also still require an ENABLED entry in IFAPRDxx.
