Problem
Cognos Analytics configuration data does not properly synchronise across the configuration group in a distributed environment.
Symptom
The configuration0.properties file does not generate in the <Cognos_Install>/configuration/data/flipper/config/global/configuration folder.
As a result, no advanced properties were able to be set via the Glass URI (such as URL Parameters, for example).
