Error MSGCPFBB78 RC1 Encountered During CFGDEVASP for Step 15 of BRMS Recovery Report

Problem

Error MSGCPFBB78 RC1 is encountered during CFGDEVASP for Step 15 of BRMS Recovery Report when the attempt to create an IASP as part of full system recovery to a partition.
This prevents the IASP from getting created and halts the rest of the restore process.

  reason code is 1.  Possible reason codes are:                              
     1 -- All nodes in the device domain must be active to complete this      
  request.                                                                    
                 

Cause

The save media being used for the restore operation was created from a system that was a participant in a clustered environment.

Environment

Full system restore to a partition, including an IASP, using BRMS Recovery Report.

Diagnosing The Problem

Error MSGCPFBB78 RC1 is encountered during CFGDEVASP for Step 15 of BRMS Recovery Report

Resolving The Problem

In order to successfully create the IASP, the following steps must be followed:
1) Restore libraries QSYSDIR, QHASM, and QUSRHASM
2) Delete existing cluster identified in the CPFBB78 using the DLTCLU command - Example: DLTCLU CLUSTER(MY1CLU)
3) Attempt the CFGDEVASP command again - Example:  CFGDEVASP ASPDEV(MYIASP) ACTION(*CREATE)
4) Proceed with the remainder of the recovery report.   There is no need to restore SYSDIR, QHASM, and QUSRHASM again.
*It should be noted that this is not specific to BRMS.  This same error can be seen during a normal full system restore using native save media.  The circumvention remains the same.
