  * PROBLEM DESCRIPTION: IMS Online Reorganization Facility can  *
  *                      fail with the message HRF01566E when    *
  *                      INITIALIZE(Y,NOAPPLY) keyword is        *
  *                      specified.                              *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  This problem occurs when the following conditions are met:
  - INITIALIZE(Y,NOAPPLY) keyword is specified in HRFSYSIN
  - The value of CVTLSO (Leap Second Offset) is zero
  - There is at least one ALLOC record for the database in the
    RECON data set
  - The restart data set does not contain a restart record for
    the previous job
  - RESTART(AUTO) is not specified in HRFSYSIN
  
  ORF checks the timestamp of when the DBR command was issued in
  the Takeover phase. When the above conditions are met,
  the value of timestamp is incorrect.
  As a result, ORF job issues the message HRF01566E and
  terminates with U0999.
  

Problem conclusion

• Code has been changed to set correct timestamp when the above
  conditions are met.
