Local fix
Problem summary
liveupdate of an lpar running PowerHA with concurrent VGs in passive mode will leave those VGs offline after liveupdate.
Problem conclusion
Correct some logic in liveupdate that was preventing varyon of the passive conc VGs due to trying to update remote site while VG is in silent mode
