"(403) Forbidden" error in IBM Engineering Test Management (ETM) Excel Importer Utility log attempting to import test artifacts to ETM

Problem

Attempting to import test artifacts from a Microsoft Excel spreadsheet to Engineering Test Management (ETM) by using the ETM Excel Import Utility fails with an error "(403) Forbidden" in the utility log files and no artifacts are imported.

Symptom

Error "(403) Forbidden" in the ETM Excel Import Utility logs, for example:

Sending testcase 1 named xxxxxx...Error sending to server xxxxxx of type testcase The remote server returned an error: (403) Forbidden.
