IAM Operand Request Failure During CP4BA Upgrade Due to Outdated Common UI Operator

Problem

During the upgrade of Cloud Pak for Business Automation (CP4BA) from 21.0.3 to 24.0.0, the ibm-iam-request operand request fails, preventing successful completion of the upgrade process.

Symptom

- CP4BA upgrade process stalls or fails to complete
- ibm-iam-request operand request shows a failed status
- Users unable to access CP4BA components or authenticate
- Zen service may be stuck at a certain percentage (e.g., 71%) during upgrade
