  This PTF updates the following:
  Updated cpython to 3.12.5
  Updated pip 24.2
  Updated libexpat to 2.6.3
  Added RLIMIT_MEMLIMIT on the resouce module
  Disabled auto conversion when writing in binary mode
  Fixed auto conversion issue when REXX reads an EBCDIC dataset
  Fixed auto conversion when embedding Python
  

Problem conclusion

• IBM is releasing a cumulative update to IBM Open Enterprise SDK
  for Python 3.12.
