PH63578: IMS DATA SHARING GROUP REGISTRATION FAILS WHEN AN FDBR REGION EXISTS

Error description

• If an FDBR region exists in an IMS data sharing group,
  registration of the data sharing group will fail with an
  internal server error message of IZPSV0002E saying that RDDS or
  IMSRSC is required.
