IBM Maximo Application suite catalog changes: IBM Maximo Operator Catalog v9 (241003)
Important changes added in the patch and catalog:
- Custom templates: www.ibm.com/docs/SSRHPA_cd/admin/t_create_custom_email_templates.html
- Disable emails: www.ibm.com/docs/SSRHPA_cd/appsuite/admin/disabling_email_templates.html
- Change the language: www.ibm.com/docs/SSRHPA_cd/appsuite/admin/t_change_language_emails.html
Issues addressed in this fix:
- Security updates in the base image and Python modules.
- DT386596 - License expiration causes the vague login error message.
- DT395649 - It does not have an immediate effect after setting allowSpecialChars in MAS instance spec. Consequently, an error is received when trying to create userid with special chars.

DT396875 - Errors noticed in groupsync-coordinator pod log: groupsync entered the FATAL state, too many start retries too quickly.

- IBM Maximo Application Suite - Manage 8.6.18
- IBM Maximo Application Suite - Watson IoT Platform tool 8.7.17
- IBM Maximo Application Suite - Monitor 8.10.14
- IBM Maximo Application Suite - Optimizer 8.5.9
- IBM Maximo Application Suite - Visual Inspection 8.8.8
