Error description

• In Storage Insights, users with an Administrator role may find
  that the "Create Application" and "Create Department" buttons
  are greyed out when they attempt to create them.
  This issue occurs specifically in Storage Insights tenants that
  do not have a data collector installed.

• Deploy data collector in Storage insights.
