Traditional WebSphere Application Server (tWAS) includes a Liberty license, but Liberty must be downloaded and installed separately.

a) For Traditional WebSphere Application Server 9.0.5.x, download Liberty 19.0.0.9 (starting with the basic installation, then upgrading to the latest version) from this link: Download WAS 9.0.5.x

Installing WebSphere Liberty Server:
