Error description

• ABENDS032E RC00000324 occurs in CQM#REST during de-installation
  when no MONITOR parm is specified in CQMPARMS. Also ABENDS0C4
  RC00000004 occurs in CQM#REST during de-installation if the
  CQM started task AUTHID was not RACF authorized to attach to the
  DB2.
  

Local fix

• 1. Specify a valid DB2 subsystem in the MONITOR parameter in the
  CQMPARMS file for the Query Monitor Collector.
  
  2. Authorize the Query Monitor Collector AUTHID to connect to
  the DB2 subsystem being monitored.
