After Upgrading to Java 9 or Later, the Deploy Server Fails to Start with "Could not create the Java Virtual Machine"

Problem

The IBM DevOps (UrbanCode) Deploy server fails to start after upgrading to Java 9 or later.

Symptom

When starting the Deploy server, it fails with an error: "Could not create the Java Virtual Machine".
For Example:
 Server\bin> run_server

OpenJDK 64-Bit Server VM warning: Ignoring option MaxPermSize; support was removed in 8.0 -Djava.endorsed.dirs=D:\ibm-ucd\endorsed is not supported. Endorsed standards and standalone APIs in modular form will be supported via the concept of upgradeable modules.
 
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.
