Error description

• A data set locked by Change Tracker can be updated by SMP/E
  APPLY.

Problem summary

  * PROBLEM DESCRIPTION: 1. A member in a PDS or PDS/E locked by *
  *                         z/OS Change Tracker can be replaced  *
  *                         by SMP/E APPLY.                      *
  *                      2. CSAVE fails for a checked out        *
  *                         member.                              *
  ****************************************************************
  * RECOMMENDATION: Apply the provided PTF.                      *
  ****************************************************************
  1. A data set member protected by z/OS Change Tracker with
     LOCK=Y can be replaced by the SMP/E APPLY process.
  2. When using CSAVE to save a checked out member it fails with
     a 'CSAVE Data is not saved' or 'STOW failed' message.
  

Problem conclusion

• 1. A data set member protected by z/OS Change Tracker with
     LOCK=Y will now be blocked for update or replacement by the
     SMP/E APPLY process.
  2. Checked out members can now be saved using CSAVE.
