Error IPC failure: ipcClientSocket failed message seen in IBM ERM DOORS

Problem

In IBM DOORS log, you will see messages like this "IPC failure: ipcClientSocket( 2013 %:36677.1008): connect() failed; The requested address is not valid in its context"

Symptom

In the DOORS log file under C:\Program Files\IBM\Rational\DOORS\9.7\logs, the file names like DOORS_2024date_01.log can be seen
The log file has messages like below
"03/23/24 20:45:29 (PID 7156): IPC failure: ipcClientSocket( 2013 %:36677.1008): connect() failed; The requested address is not valid in its context
03/23/24 20:45:34 (PID 7156): Notify thread failure: connect() failed; The requested address is not valid in its context
