Problem
In a new installation of Cognos Analytics cipher suites property is marked with red X in Cognos Configuration. Saving the configuration fails.
The same is observed with an empty cogstartup.xml file and an export of the configuration from a previous version.
There are no available cipher suites when an empty cogstartup.xml file is used.
