Error description

• With File Audit Logging (FAL) is enabled, when a change to the
  policy file happens and when the LWE garbage collector runs for
  FAL, there is a small window that a deadlock can occur with the
  long waiter message seen ?waiting for shared ThSXLock? for the
  PolicyCmdThread.
  

Local fix

• - Restart GPFS, and/or
  - Disable FAL
  

Problem summary
