Discover Azure RI cost in non USD currency

Troubleshooting

Problem

The below article and steps are only required for Azure Enterprise Agreement (EA) customers and not needed for MCA customers. Also, these steps are only applicable for Turbnomic v8.10.7 and above
Issue:
Turbonomic uses the Azure retail API to discover the Reserved Instances (RI) costs. Details of this API can be found here: https://learn.microsoft.com/en-us/rest/api/cost-management/retail-prices/azure-retail-prices
By default, this API returns RI cost information in USD, whereas the rest of the cost info is discovered in the currency the customer's bill is set to. The symbol in the Turbnomic UI can be changed by going to settings > Billing and costs > Currency and selecting the correct currency. This change is purely visual and does not perform any currency conversion.
