PH59689: ZD&T 14.x: Provision fails with error code 11102 when extracted image contains more than 256 communication devices

Error description

• ZD&T 14.x
  
  During a provision of an extracted image, if the # of
  communication devices in the extracted image exceeds 256, the
  generated devmap file will contain multiple OSA stanzas with
  duplicate OSA path statements in each stanza. These duplicate
  OSA paths cause an error during the step 'Starting the emulator'
  (zdt_start.sh) with a return code of 11102.
  

Local fix

• Before provisioning, use the ZD&T UI and edit the Advanced image
  properties to reduce the # of communication devices to 256 or
  less.
