* PROBLEM DESCRIPTION: The pcon utility does not correctly     *
*                      calculate the date when using the -s    *
*                      argument during a leap year in either   *
*                      January or February. The number of leap *
*                      days is calculated incorrectly, leading *
*                      to an off-by-one error.                 *
*                                                              *
*                      If the -s argument is used with the     *
*                      current date, no log will be displayed. *
****************************************************************
* RECOMMENDATION: Follow instructions in PTF HOLDs.            *
****************************************************************
This is a maintenance release with a single bug fix.
It is a full replacement for all prior versions of ZOAU 1.3.x.
