Troubleshooting
Problem
IBM Workload Scheduler (IWS) Master instance has symptoms that suggest that its Liberty server is not running. Even with the Liberty java process running, the following evidence is found in messages.log:
com.ibm.ws.app.manager.ear.internal.EARApplicationHandlerImpl E CWWKZ0106E: Could not start web application TWSEngineModel.

com.ibm.ws.app.manager.AppMessageHelper E CWWKZ0002E: An exception occurred while starting the application TWSEngineModel. The exception message was: java.lang.IllegalArgumentException: The headRegion must not be null.

Symptom
1.) Messages returned from commands that connect to Liberty's TWSEngineModel application:
$ optman ls
AWSBEH021E The user "iwsuser" is not authorized to access the server on host "127.0.0.1" using port "31116".
AWSBEH029E The SSL connection using OpenSSL Toolkit with the server fails.
$ composer
AWSBIA389E Composer was not able to obtain a valid default workstation from the value "MDMWKS". The error is: "AWSITA400E The submitted command cannot be performed. The error is: "AWSITA401E The server cannot find the requested service or the server configuration does not support providing the requested service."".
$ optman ls
