PH58871: HTK FAILED WITH MSGIHC01000E ERROR FROM EXIT DURING CREATION

Error description

• HTK failed with MSGIHC01000E Error from exit during creation
  when the database used a partition selection exit routine.
  This APAR also fixes the following issue:
  HTK can occasionally get ABENDS878-10 with GETMAIN processing
  of buffers when IMSDALIB DD is specified in HTK step.

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  The key length defined in RECON data sets should be passed from
  HALDB Toolkit, but the key length of the root segment in DBD
  was passed.
  If the partition selection exit routine checks the key
  length, the exit routine may return an error return code.
  
  This APAR also fixes the following issues.
  - HALDB Toolkit can occasionally get ABENDS878-10 with GETMAIN
    processing of buffers when IMSDALIB DD is specified
    in HTK step.
  - IHC01050E DD statement ddname not found in JCL can be issued
    when PARTSEL and PARTITION parameters are specified
    in IHCSYSIN and the database is PHIDAM.
  

Problem conclusion

• Code has been changed so that HTK passes the key length defined
  in RECON data sets to the partition selection exit routine.
