This document describes how to create an all numeric password.
Resolving The Problem
Is it possible to create user profiles with all numeric passwords?
If the system is running at password level (QPWDLVL) 0 or 1, specify a password that begins with Q followed by all numeric characters. The user will be able to sign on with the numeric portion of the password. If you are at QPWDLVL 2 or 3, specify an all numeric password and the user can sign on with that password.
