Error description

• When a user hits the "=" or "+" key top, it is not returning any
  value at all.
  
  This issue happens when using the "United States" Keyboard
  Layout. Same goes with Canada 445 and Canada (Bilingual)
  Keyboard Layouts.

  * keyboard layout and system locale is "United States" when    *
  * user is presses the '+' and '=' keys it is not returning     *
  * their expected values.                                       *

  * RECOMMENDATION:                                              *

  Here are the steps to reproduce the problem,
  
  1. Check the system locale, set the system locale to "United
  States".
  2. Launch the PCOMM session.
  3. Set PCOMM keyboard layout is "United States", or "Canada
  445", or "Canada Bilingual".
  4. When user presses '+' and '=' keys it is not returning their
  expected values.
  

Problem conclusion

• Code changes are made to modify the "United States", "Canada
  445" or "Canada Bilingual" Keyboard layout settings to work as
  expected.
