Why does the IBM MQ cluster Partial repository queue manager send the system message to SYSTEM.INTER.QMGR.CONTROL on another Partial repository queue manager?

Question

I observed that one of my IBM MQ cluster Partial repository queue managers sent the system message to SYSTEM.INTER.QMGR.CONTROL on another Partial repository queue manager, but there are no cluster objects defined between these queue managers and we are not expecting any type of communication between these two Partial repository queue managers. This causes excessive outbound traffic on the sender queue manager. So I want to know why and how to stop the connection between these two queue managers?
