ClearCase element operations failing with error cleartool: Error: Operation "create_element" unavailable for manager "_rhp"

Troubleshooting


Problem

When trying to do any ClearCase element operations like chtype or checkin might fail with errors like below:

a) Below is the chtype error that you might receive:

# cleartool chtype "rhp_file" test.txt
Change version manager and reconstruct all versions for "test.txt"?  [no] yes
cleartool: Error: Operation "create_element" unavailable for manager "_rhp"
        (Operation pathname was: "/opt/ibm/RationalSDLC/clearcase/lib/mgrs/_rhp/create_element")
cleartool: Error: Unable to store new version.
cleartool: Error: Unable to change type of element "test.txt" to "rhp_file".

b) Below is the checkin error that you might receive

""Error: Unable to construct cleartext for object "0x8F15F" in VOB "host:/vobs/test.vbs": error detected by ClearCase subsystem.

Note: In the above message , element type is rhp_file and the Type manager for it is "_rhP"
