PH56623: IMPORT APPLICATION FAILS WITH ERROR IMPORTING APPLICATION:USER DOES NOT HAVE MANAGE APPROVAL PROCESS PERMISSION TO ENVIRONMENT

APAR status

• Closed as program error.

Error description

• Import application fails when an environment template has "No
  Self-Approvals" checked and the logged in user does not have the
  Manage Approval Process permission even if the approval process
  should not be changed by the import.
  
  Steps to reproduce.
  
  1. Create an application template, environment template with "No
  Self-Approvals" checked and component with admin user.
  2. Create a user "user1", role "role1", team "team1". Then add
  this user in the team and add this team to the component,
  application, Environment template.
  3. In the role "role1" configuration, add all the permission
  except "Manage Approval Process".
  4. Create an application "App1" using Application template.
  5. Export the App1 and change the application name.
  6.Login with user1 try to import the same application. It fails
  with error "Error importing application: User does not have
  Manage Approval Processes permission to a Environment:"
  7.Login with the same user and create an application using the
  same application template. Application created successfully.
